Robert A. Caffarelli
Chief Executive Officer
Bob has worked in general contracting for over 35 years. He has extensive experience on a national basis with all types of commercial construction with individual project values in excess of $30 million. He will serve as project executive and will oversee the design process, construction budgeting, planning and implementation and facilitating communication with all team members.

Joe Burch
President / Chief Operating Officer
As President and Chief Operating Officer, Joe leads and manages all aspects of the company’s operations, ensuring excellence from project conception through completion. With a deep background in construction engineering and a hands-on leadership style, he plays an integral role in every phase of the firm’s work—from preconstruction planning and budgeting to execution and client delivery.
With an emphasis on team development and strong client relationships, Joe has built a reputation for integrity, innovation, and trust—earning the confidence of partners and clients across the country, particularly in the highly specialized area of large-scale water and aquatic construction.

Fritz Caspar
Executive Vice President / Chief Estimator
Fritz has been with Carrothers for over 25 years. He has managed, estimated and budgeted most of our 60+ aquatics projects. Fritz will evaluate costs and offer value engineering alternatives to guide your budget and provide the most value to your pool facility. He also oversees the company project management and operations.

Debra Stifter
Vice President / Chief Financial Officer
CFO Deb Stifter began her career in the construction industry in 1990 as an auditor with Grant Thornton. In 2000, she became Controller for Carrothers Construction Company and its holding company, PEMCO, Inc.; she currently serves as Vice President and CFO of both companies.
She is responsible for guiding both Carrothers and its clients to make sound financial decisions, as well as for implementing company safety management programs. Deb’s abilities to identify issues before they escalate and communicate clearly and promptly have helped keep client projects - and the firm - on track.

Chris brings over 30 years of hands-on experience in large-scale construction. With deep expertise in structural concrete, piping systems, and excavation, Chris has led complex projects from the ground up with a focus on safety, precision, and teamwork. Known for his strong leadership and problem-solving skills, he’s passionate about building not just top-tier facilities, but also strong crews and lasting client relationships.
